Australia has a long and in many ways outstanding track record in community translation services and training (and this from a suitably modest Australian-born translator).
This claim is supported by a recent (15 Nov. 2013) Maravia article by Libor Safar entitled Australia and the Quest for a New Healthcare Translation Standard, Part Two. Part One can be found here.
Other countries can learn from Australia's example.
